| 2012年6月，中國政府授權國務(wù)院新聞辦公室發(fā)布了《國家人權行動(dòng)計劃（2012－2015年）》（以下簡(jiǎn)稱(chēng)《行動(dòng)計劃》）。這是繼2009年4月發(fā)布《國家人權行動(dòng)計劃（2009－2010年）》之后，中國政府制定的第二個(gè)國家人權計劃。制定并發(fā)布國家人權行動(dòng)計劃，是中國政府信守人權領(lǐng)域的莊嚴承諾、落實(shí)尊重和保障人權的憲法原則、全面推進(jìn)中國人權事業(yè)發(fā)展的一項重大舉措。 | In June 2012, with approval from the Chinese government, the Information Office of the State Council published the National Human Rights Action Plan of China (2012-2015) (hereinafter referred to as the Action Plan). It is China's second national plan on human rights since the promulgation of the National Human Rights Action Plan of China (2009-2010) in April 2009. The formulation and promulgation of the National Human Rights Action Plan is an important step taken by the Chinese government to honor its solemn commitment on human rights, to ensure the implementation of the constitutional principle of respecting and safeguarding human rights and to advance China's human rights in a comprehensive way. |
| 各級地方政府以及中央和國家機關(guān)各有關(guān)部門(mén)高度重視《行動(dòng)計劃》的執行，依照“各司其職、分工負責”的原則，將《行動(dòng)計劃》納入本地區本部門(mén)工作規劃，并結合各個(gè)領(lǐng)域的中長(cháng)期工作規劃，采取切實(shí)有效措施積極推動(dòng)落實(shí)。各類(lèi)企事業(yè)單位、人民團體、社會(huì )組織、新聞媒體、學(xué)術(shù)機構和社會(huì )各界積極參與《行動(dòng)計劃》的宣傳教育和貫徹落實(shí)。在中國共產(chǎn)黨和中國政府的堅強領(lǐng)導下，經(jīng)過(guò)各方面共同努力，《行動(dòng)計劃》規定的目標任務(wù)如期完成。 | Local governments at various levels and the relevant departments of the central government and state organs have attached great importance to the implementation of the Action Plan. Based on the principle of "each performing its own functions and sharing the work and responsibilities," they have incorporated the Action Plan into the work plans of their regions and departments and adopted effective measures to implement it based on mid- and long-term work plans in their respective fields. Enterprises and public institutions, mass organizations, social groups, media organizations, academic and research institutions and the general public have also been actively involved in publicizing and implementing the Action Plan. Under the strong leadership of the Communist Party of China and the Chinese government, and with the joint efforts of all parties involved, all targets and tasks set by the Action Plan have been fulfilled as scheduled. |
| 根據《行動(dòng)計劃》的規定，由國務(wù)院新聞辦公室和外交部牽頭，國家立法和司法機關(guān)、國務(wù)院相關(guān)職能部門(mén)以及人民團體、社會(huì )組織等組成國家人權行動(dòng)計劃聯(lián)席會(huì )議機制，負責統籌協(xié)調《行動(dòng)計劃》的執行、監督和評估工作。 | As stipulated in the Action Plan, a "joint meeting mechanism for the National Human Rights Action Plan" was created, consisting of the Information Office of the State Council and the Ministry of Foreign Affairs - they jointly take the leading role in this mechanism - and relevant state legislative and judiciary organs, departments of the State Council, mass organizations and social groups, and is responsible for coordinating the implementation, supervision and assessment of the Action Plan. |
| 2014年下半年，聯(lián)席會(huì )議機制組織開(kāi)展了《行動(dòng)計劃》中期評估，責成各有關(guān)部門(mén)和單位對《行動(dòng)計劃》執行情況作出報告，組織專(zhuān)家學(xué)者有針對性地進(jìn)行調查研究，召開(kāi)《行動(dòng)計劃》執行情況中期評估會(huì )議，對前期的落實(shí)情況進(jìn)行檢查、評估《行動(dòng)計劃》的實(shí)施情況，對完成下一階段的目標任務(wù)作出部署。 | In the second half of 2014, the joint meeting mechanism launched a mid-term assessment of the implementation of the Action Plan, instructed relevant departments and government institutions to deliver reports on the implementation of the Action Plan, organized experts and scholars to carry out corresponding research and investigations, convened a mid-term assessment meeting on the implementation of the Action Plan to appraise and review the implementation of the Action Plan for the earlier period, and made arrangements on how to better carry out the Action Plan in the next phase. |
| 2015年7月，聯(lián)席會(huì )議機制啟動(dòng)了《行動(dòng)計劃》終期評估工作。工作分調研、評估、總結三個(gè)階段。2015年7月至12月，國務(wù)院新聞辦公室多次組織新聞單位、人權專(zhuān)家赴北京、遼寧、上海、江蘇、江西、廣東、廣西、青海、新疆等地采訪(fǎng)、調研，聽(tīng)取各界人士、社會(huì )民眾的意見(jiàn)和建議。受聯(lián)席會(huì )議機制委托，中國人權研究會(huì )多次組織人權專(zhuān)家和社會(huì )組織代表赴北京、天津、上海、重慶、大連、濟南、武漢等地，就《行動(dòng)計劃》的落實(shí)情況進(jìn)行調研。 | In July 2015, the joint meeting mechanism launched the final assessment of the implementation of the Action Plan. The final assessment was conducted in three stages -- investigation, evaluation and summary. From July to December 2015, the Information Office of the State Council took representatives of media agencies and human rights experts on multiple tours of investigation in Beijing, Liaoning, Shanghai, Jiangsu, Jiangxi, Guangdong, Guangxi, Qinghai, Xinjiang and other regions where they conducted interviews and research and listened to comments and suggestions of people from all walks of life and the general public. Entrusted by the joint meeting mechanism, the China Society for Human Rights Studies arranged multiple trips for human rights experts and representatives of social groups to Beijing, Tianjin, Shanghai, Chongqing, Dalian, Jinan, Wuhan and other places to conduct investigations on the implementation of the Action Plan. |
| 聯(lián)席會(huì )議機制責成各有關(guān)部門(mén)和單位對各自所涉計劃任務(wù)的執行、落實(shí)與完成情況進(jìn)行自我評估，并提交書(shū)面評估報告。在此基礎上，聯(lián)席會(huì )議機制組織中央和國家機關(guān)有關(guān)部門(mén)和單位、人民團體、社會(huì )組織以及中央黨校、南開(kāi)大學(xué)、山東大學(xué)、西南政法大學(xué)、上海社會(huì )科學(xué)院等高校和科研機構人權專(zhuān)家，對照《行動(dòng)計劃》中各項指標，對各部門(mén)、各單位的自我評估情況進(jìn)行逐條核實(shí)和分析，并廣泛征求聯(lián)席會(huì )議機制成員單位和社會(huì )各界的意見(jiàn)和建議，最后形成了《〈國家人權行動(dòng)計劃（2012－2015年）〉實(shí)施評估報告》，現予以公布。 | The joint meeting mechanism instructed relevant departments and institutions to make a self-assessment of the completion of their respective tasks concerning the Action Plan, and to submit written reports. On this basis, the joint meeting mechanism organized a team of human rights experts from relevant departments and institutions of the central government, mass organizations and social groups as well as the Party School of the CPC Central Committee, Nankai University, Shandong University, Southwest University of Political Science and Law, Shanghai Academy of Social Sciences, and other universities and research institutions. The team examined and analyzed the self-appraisals of each department and institution in accordance with the targets set by the Action Plan, solicited opinions and suggestions from member organizations of the joint meeting mechanism and all social sectors and finally formulated the Assessment Report on the Implementation of the National Human Rights Action Plan of China (2012-2015). It is hereby promulgated as follows. |
